WASHINGTON—In its first major hearing on the use of abusive interrogation tactics at Guantánamo Bay, a blue-ribbon panel found detainee Omar Khadr mentally unfit to testify about his years of psychological torture. Kit Bond (R-MO), the panel's chairman.
